The goal of incarceration of youths should be rehabilitation. In order to fix a problem we have to define it as clearly as possible. It makes no sense to put a cast on one's leg if it's the arm that's been broken: the interventions have to meet the real and not the assumed needs of the young offenders.

be a G.E.D., and vocational programs should produce employable graduates.
Each facility using these programs should have a full-time grant writer, because money exists to fund many new innovative programs. This would supplement educational and other funds from state budgets. Each program should also have some kind of outreach coordinator who could make contact with local universities. Working out a system of internships could greatly reduce the cost of some of these programs.
