the D-form is active. This is because glucose-6-phosphate is an allosteric effector -by binding to a particular site on the synthase enzyme it increases the affinity of the enzyme for its substrate - UDP glucose.
The de-phosphorylated version, glycogen synthase I, is the active form of the enzyme. This version predominates in resting muscle. It catalyses the addition of glucose residues to the glycogen polymers, independent to the concentration of glucose-6-phosphate.
