Personally, I would not want to live under either of them. Both treated people badly. If I had to pick, I would probably pick Peter the Great because he knew what he was doing. Louis XIV almost destroyed France while Peter the Great changed and modernized Russia. Many of the changes made living easier for people so I would probably find it more comfortable to live in Russia.
