Nobody expected that they would be kicked off of their own land, but when so when it happened there were no manuals on what to do next. Everyone starts off on their own journey to start a new life. If they continued being small groups of their own, eventually all the migrant workers would either start dying off or break into rage turning the world to chaos. Since the landowners do not want too much trouble, they have to give in when the farmers start to work together. If they did not, everyone would end up unhappy.
