The 'better to be safe than sorry' method may have ruffled some feathers, but it may also have averted some terrible things. Overreaction is often better than no reaction at all - there are scores of catastrophes that have been averted because of overzealous citizens or organizations, though surely just as much unneeded grief and anguish has been caused because of the same.
