into three branches, each of which would function as a check up upon the other. Locke called these divisions the executive, legislative and federal branches of government. The executive, legislative and federal branches of government would have much the same function as they do in the United States government, but the duties of the federal branch consisted in carrying on negotiations with foreign powers.
Locke greatly feared the possible concentration of authority in the executive.
