Because of the difference between the northern and the southern territory in handling the point about slaves someone, probably someone who lived in the south, made the 13th amendment to make it equal.
The 13th amendment was passed in January 1865. Lincoln helped it a little with bringing it thru the congress to make it pass and changing it a little of the text. Basically

After it passed all slaves were free if they had a work and were not in jail because someone found them doing nothing. The south people cheered and got back a little of their trust into their government.
