They were able to do this by maintaining various banners on their site as well as allowing pop-up menus for advertisers. Users found these banners to be greatly annoying and inconvenient however, to those people who do not have any other means of accessing or affording the Internet, I believe pop-ups and frequent advertisements would be a small price to pay for the ability to join the "online" world.
